This policy establishes that the standard hiring range for new classified staff is the first third of the grade range. Starting salaries within this range are based on the candidate's experience, education, skills, market conditions, and internal equity.
Salaries must remain within the total grade range. Internal candidates (transfers/promotions) receive a guaranteed minimum percentage increase and a comprehensive market-based analysis to ensure the final salary is both equitable and competitive. All offers require Human Resources approval.
